NWS Headers are set up in association with PILS. The PILS are decoded:
NNN = Location Indicator
CCC = Product Identifier
XXX = Site/Station Identifier
WMO headers consist of two parts:
Data Designators - Provide information on data types, and broad
geographical areas.
Location Indicators (CCCC) - Provide information on the station
originating or compiling the product.
